I'm not really sure how to answer this. I know of a lot of ways of finding post exchange partners, but finding good ones is another thing. I try to do good quality posts when doing post exchanges, but a lot of times the other people are posting low quality 'me too' type posts. I'll be interested to hear what others have to say about this. |

1.2. Don't be afraid to make reasonable requests such as asking to not make too many one-liners for the sake of increasing post count, asking to throw around copies of news articles, asking to try to write three complete sentences or so in each post, etc.

That itself is quite helpful actually, but that's not sufficient to create an active forum. If you want to do that using post exchange, then you want to work with a couple of good post exchange partners. I look at how the members usually post. If they are "one line posters" I don't bother. If they seem to be good content writers I either reply in their post exchange threads or if they were in another's post exchange thread I PM them.
