Signature promotion for sure. That's what I've had the most success with in the past. Go to other, similar webmaster forums and post there with a link back in your signature. If you can build up some quality posts and a reputation there, people will make note of your signature.
Other than that, a contest/promotion wouldn't hurt 
Maybe some webmaster tools also, such as a PR checker, backlink checker...etc.
