2. Yes with a few mods. It is a really simple script that is easy to change the "look", however it is simple. I had to do some mods with mod_rewrite and to create a G-sitemap. Also as for the paid, I simply ask the user to enter the submitted URL in a Paypal text box.

| I think phpld (php link directory) is the best and also the most used. They have a free version (2.0) and a paid version (3.0) so they most likely have what you are looking for. |
