Don't think so.
They're not as good as 1 way links, but they're definatly worth something. |

I'm thinking that if they are highly relevant, then they can be valuable. For example, I can exchange links with other webmaster forums. Not 100 or 1000, but you know, ... like 10 or 20? _________________ Travel News Online College Degree |

| If a return link is your only option to get listed on a related site, then I certainly wouldn't turn it down. All related links are a good thing. |

What evidence is there for that figure? Or have you just plucked it out of the sky?
I don't think there's any optimum number of reciprocal links for a site. If you want to link somewhere, link there. If you don't, don't.
