What is your view of reciprocal links. Are they good or bad?
Do you think google devalue those links ?
Are reciprocal links good if sites are related ?
I see many different opinions on this subject all over the web,
I think reciprocals are useless

If you're just starting out, then this is a solid method to get your foot in. Once you set up a couple of sites, this becomes less and less valuable. I don't think that this is a completely useless method, but I would not spend time on doing this at this point.

They usually help in my opinion. They ever so slightly raise your PageRank and they usually result in giving you some quality visitors. But yes, reciprocal links aren't worth as much as one-way links.

Reciprocal Links are definitely very useful when used right.
Make sure that the site you're exchanging links with has relevant information and content to yours. It also helps if the page linking back to you have a decent PR as well. I've hard it only helps if they have the same PR or higher, but I've also heard every link helps no matter how popular the website. I guess only Google knows for sure.

I think reciprocal links are still good but only if the links provide good value to your visitors, don't do it just for PR

I find that reciprocal links are a great source of traffic, even if they don't do too much for my pagerank.
