It's supposed to, but it hasn't happened yet. From what I understand, Google is much more dominant in the international search market. So, Yahoo needs to try much harder to get enough advertisers and publishers outside of US.

Ok, it's probably not that difficult to get publishers, but it's not that easy to find advertisers. Also from what I read briefly, Yahoo is losing advertising revenue. Things aren't looking that great.

Yeah, I know, and that's a big downside. UK has 60 million people. Canada and Australia also have tens of millions of people. You can't really dismiss that, but YPN just doesn't enable you to monetize traffic from other English speaking countries.

Well, you don't have to live in an English speaking country. Also "US person" includes US companies, so if you have a company in US, you can also become a YPN publisher. Whether there is a merit or not is a big question though.
